Forget it ... no matter EVEN if you follow Adwords policies, etc, account after account will get BANNED.
I was doing it and gave up : I am good at cloaking, by the way.
But, I can do it easily in Bing Ads. If you need it done in Bing Ads, possible.
And in Adwords, let me tell you : the person who will "say" he or she will do it for you, will take MINIMUM INR 35,000 from you UPFRONY IN ADVANCE, even before creating anything or doing anything (I am sure you are in India) and results ? NOT GUARANTEED at all ..... go ahead try it .... speak to someone.
Be careful you may even get cheated. MANY people have been cheated, by others claiming they can run Tech Support in Adwords.
ONLY big cos. like Iyogi, etc can do it officially and cloakers give up after very frequent account bans.

Even in Bing, people now running ads in tech support and such niches using "special methods".
