Need PHP job done!

hello so i need someone to create me a button that can change a file name in 1 click!

For example my clients login to there cpanel and a button is viewable for them and all they have to is click it the file index.html gets changed to index1.html but every time they click it it would have to go up by one number and there would have to be a restriction so that they can only click it twice every 12 hours.

if anyone can do this post here please
