Need Photo ID for PayPal

My brand new PayPal got limited without an email notice or anything!

not sure why haven't even sold anything on the account yet and im using a VPN and new User account on my pc., all they are wanting is a Photo ID, can someone here make one for me?

any help would be appreciated!

I guess the vpn,your,using is low quality..
What country did you make it?
Can try making one

If you have time and no money, you can search for "ultimate ID pack" as a torrent. It may not be the best answer, but it is an option.
