Need "payment gateway"

Hi, i want to use paypal to pay a service, but the seller doens't have a paypal account (not allowed in his country). Is there any kind of gateway that we can use to make the deal? Something like: I put the funds in the "payment gateway" using paypal, and he can withdraw the funds to his credit card/bank.
