Need Pay Per Call Help Please

I am trying and really want to master Pay Per Call. Any gurus here within this niche?

Other than Google ads (expensive) and SEO (takes time to rank), how else can I get leads? I know urgency is key, but not sure how to reach my audience without spending a fortune.

I was thinking to acquire a homeowners list, then direct them to my website, which will have a number to call. However, I don't know how I would deliver so many emails and if it would be effective.

maybe considering as well some other ad networks and push ones? but in general yeah google ppc, seo is the main resources for this industry
