Is there any way to get offshore philippine bank account ?

Basically i'll be using it to pay for my ad campaigns (Adword)..

I do have a business incorporated in Delaware with a US bank account and i'm indian..

But for some reasons i'm looking for philippine bank account any way to get it around ?
