Need .net developer for custom insta.gram bot. Only if you have IG experience please.

Hi, I am a serious buyer who is interested in connecting with a .net developer to create a custom insta.gram bot. Please only contact me if you have experience in developing IG bots. It is not a complex bot by any means. This is what I would like the functionality to entail:
1. Multi threaded
2. Proxy support
3. Follow Feature - more details below
For 'follow' feature... I need to be able to 'upload a text file' of specific users to follow
This way, my personal accounts will follow specific users from the text file we upload.
For example, if i have 1 account...
then i upload text file of 100 user ids...
it should follows user ids from text file
