Need Multiple URL Pinging Software Developed

I need a coder to develop software with the following features.

-Program loads a set of urls, rss feeds and site names from a txt file one title, rss feed and url per line in the format Title:URL:RSS Feed
-Program takes each input, accesses www.pingomatic.com, enters the three pieces of information in the appropriate field
-Checks all common services
-Hits send pings
-Back to step one

The coding language does not matter to me as long as it works. Also, I am not sure if pingomatic has a captcha after a certain number of submissions. PM me with your price.

EDIT: Program also needs to be able to handle blank title and rss feed, so if the format it blank:url:blank the program can't get stuck.
