There are tons of topics that cover this but basically, manual backlinks from web 2.0 with unique articles + seo optimized images + video - just look around on fiverr and think a little bit when choosing a seller. If people offer too much links for 5$ then probably it's not manual linkbuilding. For Tier2 and optionally tier3 - press releases, article submissions, video sharing sites,social bookmarks, wikis.
