I have a few IP addresses of a few kids who are cyber-bullying one of my friends via anonymous questions on tumblr. I just want to know exactly who it is or what house it's coming from so I can confront their parents. I will pay upfront for the service. Thanks in advanced.

You probably just have their ISP's proxy servers ip's and not actually their home ip's , depending on what you did to get the ip's.
Are you sure you have their home networks IP addresses? If you do have their home IP's then you should think about dropping it
and moving on.

yes
because if you know networking then you know that is hard to track ip
yeh there is some services but 80% they are wrong because they use the pricipal server how awn the 1st IP .
and if they use proxy or public network it imposible
even the police can't track them 100% exactly .
just the internet company and police will get the right info .
