Need Interspire Email Marketer with rotating IPs

I need a server with Interspire Email Marketer and rotating IPs using postfix.For example send 1000 emails and rotate to next IP. Also domains or subdomains, RDNS, spf, PTR records and everything needed to inbox.

I'm also going to need a frontend where the mailing software would run - Interspire Email Marketer in this case - and a load balancer (relay) to push the emails.
