Need Instagram Username Scraper Developed - $25/Hour

I need a software to scrape Instagram usernames based on an accounts followers, based on hashtags, and based on location tags. Need a module or connection to google docs to provide software with a list of accounts, hashtags and location tags to scrape from. Would need a rotating proxy feature and automation time interval settings. Would need the software to output a csv of resulting usernames with a column determining whether or not the username is private or public. Ideally would need a script created to register and collect cookies but if not possible can provide different Instagram accounts to use for login purposes. Goal is to scrape millions output usernames per day. Happy to provide more details. Please reply with your experience.
