need instagram to facebook help!

I'm wondering if it's possible that when someone hashtags a photo with the name of my facebook page, that the picture appears on the facebook page or something? it's an assignment i got on work to figure out. so i need help from you guys if anyone got an idea how this works? it's a local paper that the facebook page is about and when they tag the local paper in their pictures it will appear on the facebook page somewhere, possible? help D
