Need Instagram location based user scraping

I'm looking for someone who can possibly scrape 10,000 instagram users based of these 2 parameters

1) Must have minimum ratio of followers based on countries as provided
2) Must have minimum specified followers as provided


Also I would need 10,000 instagram location url's which are commonly used by people as location tags while posting on instagram. The only criteria here would be the countries provided.
