Need Instagram friendly cpa asap

Need to get accepted in a cpa network asap. I think I am just being to honest
I am an experienced ecom marketer with seo skills
I want to get into cpa marketing
I have almost 1k instagram accounts ready to promote.
As well as a fresh landing page that is pointless to drive traffic to with out the cpa offer.
any thoughts?

I know you need a website w/ traffic. How do you promote a website without something to promote on that website.
