Need info on getting a no name card offshore

A no name card is an impossibility. Sounds pretty sketchy to me.

What you're talking about is mostly called a "(Offshore) Prepaid Anonymous Debit Card" and usually has insanely high fees and is a PITA to load with funds. Also, due to the fact that you have to load it somehow, you're either paying massive Western Union fees OR giving up your anonymity by using wire transfers to someone.
