Install wordpress and use the default theme or find one online you'd rather use. Search google or youtube for tutorials and general information or elaborate more on specifically what you are looking for.
Basically, IMO, you will need a good understanding of SQL commands, how to create forms etc., php programming knowledge, Java Scripts, and working knowledge of basic programming logic and concepts to create a db-driven Wordpress site. Wordpress itself is db-driven, but to produce something like a WP-based online restaurant menu system, you'll need the above knowledge and some expertise will help. Believe me, it's a very difficult job if you wish to create a professional quality db-driven site.
