Need hosting in Europe for forum.

I have a number of websites with many different subjects to learn and share information and business.
I'm looking for a reliable shared web hosting plan to move my current forum to. It must meet the following conditions:

- must be offshore (server location in Europe)
- must have cPanel
- must migrate my forum from my current hosting company for free and make sure the forum works without any errors after the migration (I've had one host migrate my forum in internet before and after the DNS change there were all sort of errors that they had no idea what were caused by)
- must allow adult content
- must ignore DMCA (or at least give me 24 hours to delete content if they receive DMCA reports)
- must offer fast speed and at least 99% uptime

The forum is not big, so I need:
15 GB space
100 GB monthly bandwidth

Maximum budget: $10 per month

Please recommend me a hosting company that meets these criteria.

You can try QHoster.com. The support guys generally know their stuff as well which is a big bonus for us.

Useless answer is useless. I know AltusHost is a European-based (multiple locations) host that ignores DMCA. Their shared plans start from 5 bucks.
