I got a client who want Mobile Version Of His Websites. He said Recreate the Entire Sites And make it Responsive for All Devices. Its not WordPress Based.

Its Serif We Plus X8 Software Based. What is the best way to do this ? I don't Know Web Designing Stuff Just Know about WordPress. Any Tools , Theme, I Used Here On This Forum?

Maybe using some frameworks like Bootstrap will help you?

Bootstrap would be the easiest solution.You'll need to assign bootstrap css classes to existing website code and link bootstrap.css as style-sheet in your website header.
