If you have other blog in wordpress then go to tools >> Export >> select radio button "All content" >> Download Export File.
Now go to the settings of "Blogspot" Blog >> Other >> import blog >> choose file form computer that you downloaded from wordpress blog
It makes your blogspot blog same as wordpress.

Httrack will work in blogger, But you cannot use them as blogger mate.

Using Httrack will get you the HTML template

Better you find some one to code your template or use free blogger templates from 3rd party sites like btemplates.com

Why thinking copy-pasting from others blog???
I will suggest you to learn html. It is easy and you can learn it within 15 days. Then get idea from others blog or website and modify for your-self. I think it will be more batter than copying.

    Good Luck

You can use export blog, and export template function. I think use both of them are enough.
