Sir I’m very new can you tell me what should I do to run paypal in my country smoothly and also us bankings. I’m from Pakistan I tried buying proxy’s from oxylabs.io but it doesn’t support any paypal or banks is there anyway to use them in Pakistan and they couldn’t detect my real location . Instead I can use victims location?

Most proxy providers do not support Paypal or Banking sites. You might have better luck posting in WTB Section
 
That's tricky, maybe you'll need to find a legally supported method, such as using a verified virtual bank account that works with PayPal.
 
Dude, this is Black hat world, but seriously, try not to use terms like "victims" in the same sentence as "PayPal" and "banks".

That said, this is a great example of why proxy providers need to protect themselves legally.

i believe you want to do things legitmately , if thats what you have in mind, the main issue is not the proxy, its the way you making the account, you may need to tweak the way you making those accounts

Else get a VPS in the US and use a residential proxy in the browser. Still, you’ll need a VCC for verification and a bank account for withdrawing, if I remember correctly. I have stopped using GayPal altogether.

As far as I know, PayPal is not available in Pakistan.
