google effectively shut down page rank in 2013 by not updating it but the finally pulled the plug I think in late 2016. The metrics there uses yandex tic. You can also use the page authority addon, free with scrapebox and get a free moz account to work with it.
Also you can use the metrics checker plugin to get all sorts of metric data (upgrade option)

Hey Loopline ..i have always been a great fan of your tuts on youtube. Even though scrape box is too powerful a tool..but google has changed a lot aswell.. is scrapebox still effective for comment postings etc now ? How best we can use it in 2018 for maximum impact? Any inputs will be greatly appreciated..cheers!

Can scrapebox still make comment links? yes of course, it makes them great.
how to use those in your SEO strategy? Thats not something I get into. But you can test on your test sites and see how best works for you. If in doubt what I will say is go slow as you can always add more links but you can't take them away.
