Need Help Wtih Setting UP New Adwords Accounts

I have tested and tried many methods to get new adwords accounts up and running. All of them are getting banned for Suspicious Billing Activity. I have lost about 60 accounts trying to figure this out.

If anyone can help please let me know.

Your billing is being caught by Adwords, even when you must be creating new billing it is also getting linked with old one.

Google is cracking down on fraud, too many people are creating new accounts just to claim an AdWords coupon. If you have done that in the past, you've been flagged.

Ye, I tried buying an account from http://www.blackhatworld.com/blackhat-seo/members/3528-extreme90.html but he has been MIA for the past week after I paid him 1k. Pretty sure he is a scammer.
