Ok I need to make a website that is alot like this.

How complicated would this be and what is a good cost?

Shouldnt be to complicate for someone who knows php and can intergrade a cart.

The cart integraption is simple. I am somewhat decent in PHP but by no means an expert. What would be a good price?

If I was going to do it, I would quote $1500 for it. But I am sure you can find some kind of CMS to handle most of it then just put it or take out what you need to.

If I were chosen to do it, I would quote just $600.

TAT = Turn Around Time. They are not WP sites and yeah it's just $600 but I may revise my Web Design rates after 2 days ie in 2013.
