You won't know, don't believe anybody contacting you saying they can help. They will be out to scam you.

but advice is always free. GO with bitcoin instead of a bank.
google "buy local bitcoins"
look for someone offering a cash exchange in your area
send the other person some bitcoins instead
then let them worry about transferring that back to cash
