Need help with "Quora"

First I apologize for my English.
I signed up for Quora, found out about this program literally this week, immediately thought that this is the very thing I would like to do, but I found that you can become a Quora partner only if you live in US, Japan, Germany, Spain, France, United Kingdom, Italy, Canada, Australia, India, Portugal, Brazil, Mexico, Argentina, and Colombia.

I am from russia. The question is, can I use a proxy to become a Quora partner?

First thing is, I don't belong to any of these countries but I am an active partner in Quora. If there is any restrictions for Russia, Yes you can access Quora through a proxy which is not advisable though. Play at your own risk. =)

Have you sent a partnership application and approved it for you? I understood everything correctly?
