I need to create 200-300 yahoo/hotmail accounts daily but public proxies have very less success rate
Can anyone suggest me which proxy should i use and how many account can i create per ip in a day

Get private proxies it's worth it and you can not only create yahoo/hotmail accs create social media accounts too

And no of acc per day depend on site to site for yaho/hotmail i think 2-3 per IP per day allowed.

Dealing with public prox is a real headache and not worth the time. Just invest yourself some privates which you can use for multiple reasons. The private proxies can also be changed every month by most vendors.

Using public proxies for such work is just a waste of time
Even if you succeed the accounts will get blocked very soon
Use dedicated or shared private ips
