Need help with new LOCAL website

Hi guys...

Firstly, sorry for bad english because its not my primary language

What I need/want:

- Want to make website with LOCAL offers (excursions and tours), with professional design

Because i dont have experience in programming I guess that is Wordpress best for start (balance between easy-managament and SEO)

Which hosting you advice? Im thinking about Hostgator

If I choose Hostgator is it smart to use their website builder?

I have website related to my idea, and some close thing what I want to do with my website just on more professional level

I have some budget too, so I hope some real advices (instead: read forum etc.)

If you can advice me some offers of making sites here on forum would be appreciate
