If you want On-site SEO you need to take care of : Title,H1 H2 tags, Meta description,Keyword density, alt tags(put your keyword), unique enough content.

That's pretty much everything, don't let anyone fool you and take your money for that. Just research each of the above man, you will also gain knowledge in the same time improving your website.

About offsite SEO you might need a SEO service if you don't have enough experience with it, you might want to check the "Buy Sell Trade" section and find one with good reviews.
