Need Help With My Shoutout Page

So I have a shoutout page and it isn't going too well. In 2 weeks I've only gotten 11k followers, which is way too small.
I get about 900 followers a day, but I also get like 500-800 unfollows per day so its really only 100-400 followers which really is low. A lot of them are also inactive.

I need to get this page popular, like 100k+ followers at least. What are some good methods?

A list of what I have tried so far:

-Autoliking photos

-Following people who follow @10k_shoutout_u. Does anyone know of a way to automate this with a bot and what delay to use? 40 seconds gives captchas.

Anything else other than these I can do? Or anyone know how to automate and delay #2?

TLDR: My shoutout page is growing slowly and followers are not very active. Need a way to become popular.

I've started using ninjagram to autofollow the followers of 10k_shoutout_u but what is the best delay to use? Does anyone know of an updated bot that can do the same thing but follow the most RECENT followers of the page?
