if post content on a press release site with high PR and i get some backlinks to the press release url page, will this help with rankings alot more then a new site with same backlinks?

Yes it's ok but try to send more less important link to another links that are up in the pyramid

Proper Press Release sites have high authority, and make good 1st tier pages.
