Need help with landing pages quality score

Okay , I created a landing page ,for promotion of one of my products.
Initially my quality score was 9 then it dropped.

Now my quality score is 6 for 3 keywords and 1 keyword is having a kwality score of 7.

With 6 as quality score , my cpc is more than i want to pay.

What can i do to improve my CTR (Changing ad text is one of the thing which i was thinking.)

What modfication i can add , to increase my quality score and decrease CPC.

What modifications , i need to make to the website , how can i optimize my website for each and every keyword.

Does inclusing h1 , h2 and other tags like bold , which increase relevency?

Well, I don't know what your site/LP looks like, but I can tell you what I always do to get a very high QS.

1. Content needs to be relevant to ALL the keywords, and not keyword stuffed. People usually forget that the text has to be relevant. One thing I always do, is to check what google actually think my page/LP is about by using their external keyword tool, and putting in my website/LP, and google will show you exactly what it thinks it's about.

2. You need a Privacy Policy, and a "Contact" page at minimum (I usually add a links page to authority sites and relevant articles, and an About-page as well)
