need help with cheesing seo company

hi all

i am having website related to free calls

i contacted 1 company for seo and they are charging 600$ per month to rank 20 keywords

They are giving guarantee to rank 14 out 20 in top 10 after 6 months(6 months contract)

out of 20 keywords

12 are very high competitive keywords and remaining are moderate

can you plz suggest whether this is good deal or very high price
