okay, there is so much information on this forum about SEO. You can easily come up with a solid SEO plan from this forum.
Asking someone to do it for you will hardly get you anywhere, pay the price or do the work.
there are plenty of people willing to help (as am I) but i have to see the dedication..
1. build 10x web 2.0 websites. (wordpress, squidoo, hubpages) High quality.
2. hire cheap services to blast your web 2.0 with Wiki's or AMR
3. hire scrapebox blast to all Wikis and AMR's
4. bookmark all (except scrapebox)
$40 investment, big results.
or do it yourself!
1. web 2.0 (just like above)
2. kill yourself writing articles for directories until you go crazy.
3. give up and try to find an easier way..

Don't focus much on PR yet, focus on the uniqueness of your content first.
In the template section of your blogger you can find the HTML section.
Make sure that you add some good decent HQ meta tags... There are a few sites that can help with this..

All you have to do is enter your seo information...
It will generate a html code.
Add that code just below the <head> of your template.
Thats one way, the other way is to comment on lots of other blogs / forums / websites and leave your url in the comment.
It creates a backlink...

Here you can ask any seo related question, some basic information about on page, you should be use Meta description in 150-160 char, 10 keyword and title in 68 char.
