Need Help With Bing Ads

So I'm really new to the IM world and decided to try out Bing ads. So I used a one of those game hack content lockers but my ads were declined. Is there a way to get my ads approved or is it just that I can't use these type of lockers?

You will get rejected only unless you know how to use a cloaker but even then it will be a hit and miss
