Need Help With Adwords Rules: Government documents and services

ive got some problem with adwords, before Augs, i can running my ads about services to apply government document (on landing page wrote, consumen only pay for my services, not for document)
but now, all my ads status not eligible, i check on ads assets are not eligible, keywords are eligible.

i tried with new adwords acc, new email, new landing page, but ive got the same result (Not eligible) now, im run out of idea... can anyone give me some enlighment? thanks.

Very similar issue here, Google came knocking on the door a few weeks ago and our ads became "not eligible". We don't sell Govermnent Papers, we sell a service around it.
Worst part, competitors that do sell the papers are still running their campaigns!!!
