Need help - Web design

Hello there, I'm running in some problems, I want to start a web design agency, I have a good friend, with a portfolio, with clean, good looking sites.
But I'm not fluent with English, and it's hard for me to cold call, cold email is the best option for me, its possible to close the deal with emailing only?
I have +100 businesses with shitty sites, that needs re-design, fresh look. Is anyone have some cold email template for web design? Would be perfect is there are some follow-up emails...

start with offering website for cheap to your relatives, friends etc. Contact all friends on facebook all acquaintances and tell them that you are building website for cheap, free would work best. Do this for one month and build your clientele. Make websites so good that people will be grateful to you will advertise you to their circles. Offer them lifetime support with their websites as it is a way to follow up on them on a regular base. Contacting them on a regular basis you will be able to ask for referrals. This will make them keep you in mind when someone they know will need a website.
