Good cloaker ( I like justcloakit ) , then properly implementing the cloaker , then a safe page , money page and good campaign setup and after that farming the campaign and enabling cloaker after campaign farming. Good keyword research in needed for running restrcited niches , as one cannot usually run those keywords directly. Some advanced experts are able to run the restricted niche keywords after some farming of the campaign , but then ad accounts get suspended after sometime , so they have ad accounts ready with them always to use. It takes time to learn all that , but I gave you the main aspects that go into this.
