Need help to get out of sandbox

I used the XRumer as a noob like 4 months behind in my site and falls in the sandbox and I'm there since then, already changed the content of this page, I changed the meta tags, I put it high PR links, and none of the site back.
anything else I should do? any service that is guaranteed or close to it.
I am willing to pay in front of results.

Are you receiving a penalty for on-page SEO? If not keep blasting man and work on those HIGH PR links. Consider paying the $300 to get you listed in the Yahoo directory.

i think its off page panalty
