need help setting up Smtp to send 10k emails a day

I want to hire someone who can help me setup SMTP server, so i can send 10k emails a day. I already have the email lists.

I cannot use the telegram at the moment due to my phone number being recycled, but i'm working on getting that resolved soon. anything but telegram to communicate and we'd be good to go.

i need dmarc and dkim if possible, a way to clean & verify the lists, ptr records, basically all the essentials to ensure that emails get delivered.

give me an estimate, a logical cost for all the tools, & the labor.
