Do you have a website? Before you start you need a website.

What exactly do you need assistance?

Hmm, observed these steps:
Prepare a website (preferably a few weeks old with unique visitors) -> Signup on ad-sense website via email created ->insert your website URL on the review page -> wait for a couple of weeks for email approval/rejected (due to blah blah reasons)

Note: Ensure domain name is not spammed, bad BLs or even banned from Ad-sense before
