no i think if the backlink is not indexed it will barely have any value

There are speculations about this.
My take is:
New backlink needs to get indexed to have an effect initially.
However, older backlink that has been indexed but is then removed from index, might still be passing value. As if there is secondary index and backlink it's still recognized there.
I saw multiple times when considerable portion of backlink profile was removed for rankings to drop. But other times it remained unmoved as if nothing happened.
In this age of "real-time" Penguin, ranking drops should be almost immediate after de-indexation happens.
Not the case.

The answer is NO, because google will never not index a page that it has crawled ( if it's not spam, or has thin content or is a doorway page). In cases it has crawled but not indexed your page, NO link in the world would matter! It's as bad as doomsday for that site in question.

personally, that's all I wanted to know. Just to be safe I will tell everyone "just index the damn links"

It might be the case that even after mere crawl, backlink is already counted but we don't know that.
They crawl the whole Internet all day ever day and ignore most of them.

Backlink that not indexed doesnt have value when compared to indexed link and will not pass link power.
But if the backlink is from authorized site, it will pass few traffic eventhough its not indexed.
