Need Help: Page Ranking - Official page vs negative page

    I have been reading thru as much information as I can on this site and know that I have a lot left to learn so please excuse me if I don't word this properly. Part of what I am needing help with is in the deciding of what is the best way to accomplish my goal - so here goes.

    A doctor friend has SITE-A
    A disgruntled patient (from 2007, I believe) had created negative SITE-B

    The doctor wants to either (a) lower the page rank of the disgruntled patient so as to not scare away new business (I don't believe this to be possible, correct me if I am wrong)
    or (b) raise the official sites rank so that only that page shows up in results

    I had a few ideas, like creating other pages / blogs and ranking them to help push the other site down the list, or perhaps using some method to boost the official page's rank, but honestly I am overwhelmed with options as to what is even the best course of action and then what steps to take. I would like to hire someone to do this for me and I hope to learn some things along the way about SEO. Price is obviously negotiable since I have yet to decide on a method.

    Anyone have any ideas and interested in helping me with this? Thanks.

    i would say of the top of my head - i have no experience whatsoever in this -, maybe it is possible to blast the patient site with thousands of spammy backlinks and wait for the next google update to hit him. But again if your friend caused any damage to that patient, i believe you should think twice before trying anything.

    So BlackHat the negative site until google removes it itself... I like that idea.
    The doctor is a dentist and this all had something to do with a bad plate or dental appliance and altho I haven't read the complete patient site (tl;dr) it seems on the surface that the guy was complaining mostly about the price.
    If this sounds like a working idea to anyone else, let me know. I still need to hire someone to make it happen...

    Head over to fiverr.com and try to buy the most spammy backlinks to Site B you can get. Those are packages with the following characteristics:

    Great amount of backlinks
    Quick completion time (No drip feeding)
    Easy-to-get link types (comment-spam, wiki-spam)

    Try to use the keyword Site B is ranking for as much as possible, this should get a simple site out of the google index pretty quick.
