Need help opening Adword Account

My Account was suspended for dumb mistakes which I corrected, however getting through to google is a nightmare. Need help opening Adword Account. I don't use vouchers and I am not trying to screw google in any way. I pay for all billing. I just need an adwords account to promote my business. Everytime time it goes under review and is suspended for unable to verify billing etc.
I used.....

VPN
VPS
ccleaner
new name, address, city, phone with ip location
new cc
brower uninstalled and reinstalled
Ad is tested with existing site/url with good LP, before I use my own site in case it gets suspended/banned (I checked SEMRush and URL is clean)
Ad is pretty generic and always gets approved.

Only thing I haven't done is buy a new computer. Is that the only thing left to do?

I'm not much help (however you don't have any other replies either), but as per your last question, you don't need a new computer.

Are you trying to open an account or just an ad approved?

I can usually get AD's fully approved, however I am unable to open an account successfully. It always goes under review.

Today I did buy a new computer, and unfortunately had the AD disapproved (1st time in a while) . I put up a new AD that got approved, however the account went under review (which I think I created a red flag due to the 1st AD being Disapproved)

Read the book Ebay Stealth Guide (find it on a torrent site near you ). It was written for making new Ebay and paypal accounts, but the principle is the same for what you want. Based on what you wrote above your problem is the "super cookie" or "flash cookie". Ccleaner can be configured to get rid of this, but in my experience ccleaner did not remove the "flash cookie". Do the two things I mentioned above and you should be good to go.

So I would be able to buy an existing account with a history? How does that exactly work...do you have to use a VPN for the registered account ip location? Are these accounts flagged already because there is a voucher involved? I'm just looking for a working account so I can run ADs to promote business.

I don't think its possible to solve this problem with a new computer. Could you solve the problem with your new computer?

Unfortunately I have no idea what the issue is if you've correctly done all those options - just no idea

However rather than buying a new computer can I suggest using a Virtual Machine. You can revert the VM to a previous state to be absolutely sure everything is erased and then try again. This is possibly quicker and more convenient than using cleaners such as CCleaner as well. Although CCleaner should be enough.

Double Post

New computer doesnt work. I have tried many things recently and got accounts running a few times by making a $5 daily budget, new ip, ccleaner, and a non-VCC gift/credit card. However, they go under review after a couple of days. Most went under review after I changed some campaign settings like adding a state to be excluded AND/OR after I changed the credit card for billing. I made accounts using $25 giftcard's and when the balance got near the initial $50 billing threshold I would add a Credit Card with a larger balance so the $50 will get charged with no problems. They go Under Review and then get suspended. I even tried to make a Manual payment and they still suspend the account.

Again, all I need is an old active account with a billing history so my account doesnt go under review every time I make a slight change. I am not trying to screw anyone. I want to be able to have a campaign with a $200 daily budget so I can promote my business. I'll even be happy with a $50 daily budget. Heck, even a $10 daily budget would really help me right now as I have nothing running.
