Need help! Internal pages with slightly altered content, considered duplicates?

    Hi guys,

    I really need your help with this one. I have been trying to rank someone's website. It's been a while and i really get slow improvements even if I'm following all the stuffs i could read here in the off-page phase.

    I happened to check the internal pages, as I went deeper, I found a bunch of pages with similar content, just altered in a few words.

    For example, these are the pages.
    xxxxxxx/mobile-dog-groomers-in-abbotsbury-sydney
    xxxxxxx/mobile-dog-groomers-in-asquith-sydney
    xxxxxxx/mobile-dog-groomers-in-ashcroft-sydney
    ...

    And each of these pages contains around 500words content. The content is similar, with just some few alterations by every location.
    the title "Trying To Find Mobile Dog Groomers in Aschcroft Sydney", then the other pages is "Trying To Find Mobile Dog Groomers in Ashbury Sydney", and so on for the other suburbs.

    I know it some sort of common sense, but I would like to ask again to verify. Would it be considered as duplicate content?

    What needs to be done? Should i remove all these duplicate internal pages? Create new content? etc.

    I've been reading a lot of threads that might be similar to this issue. But i'm not quite sure of the right things to do. So, i just thought of posting a new thread.

    I'd really appreciate to hear some advice from you guys.
