Need Help In "Selling Shoutouts"

I'm student, and any students like me need to pay many fees that i wont bored you with ...... , So about "Selling Shoutouts" in social networking sites looks so interesting for me !! and its cost nothing to start and that's REALLY what i'm looking for and also for many reasons ....

So guys according to your experience in social networking sites can you help me how i can start this ? i mean :

1- what best networking site i need to get in ? and why?
2- what best tool for this ? and why ?
4- how many accounts i need to create ? or one is enough? and why ?
3- video tutorials or ebook that can explain this marketing step by step ?

4.one is enough to start off, once you got a decent number of followers, you can create more accounts and shoutout them in your main one
