Need Help in French SEO working.

hello, there.
Recently, i focus on the french website. and do niche with dresses. And here is thought about google. We all know google can easily understand the english, and have a large database with all the words. But imagine that, if google can understand all the languages. Such as chinese, french, dutch which have difficult grammar.
So here is my working. I have found many non-english website which have good ranking with tons of spam backlinks. So i am here to ask if there is any possible that google can not read the other languages well. And if i can do some spam in french website while i building the backlinks.

And help me with some resource and thought to finish my ranking.

Google have nothing against spam, spam is good....as long as you are a big brand

Thanks for your reply, but in english, spam is get punished all the time...

even if you webszite is french you can put content and english keyword/backlink to it, it's work good
but you need also french for 50%/50%

thanks apignard, you means i can write the english articles and do the english backlinks to do it? Would you mind tell me that if there is any possible use the articles submission to do the french ranking?
