Recently i found one site through google which sell the license for the software which builds automated softwares as per our requirements.

Unfortunately i forget to bookmark the site....

Still I haven't seen any such software which can make a new software according to one's needs. You can make list of few common functions which can be inserted withing a web page, but still I thing you need to do some work manually at your own.
