I live in Eastern Europe and I just (manually) create my youtube and facebook accounts without worries or PV. Dynamic IP helps a lot. I have read somewhere that European IPs have "authority" of some kind, thats why no PV is needed. Of course if you go for hard spam or mass account creation chances are that they are going to require PV.

Mainly depends on IP from my experience.
I just created a new account today and I had to verify that account with a mobile number.

It actually depends on the country you're in... or to be exact the IP address assigned to you...
In some country, mobile phone number is not needed while in others it's either optional or mandatory...
To overcome this, use proxy or VPN while creating FB account...

After you create account you can`t to indicate cellphone number. This is unnecessary I guess. After using account the Facebook ask you about indicate number.

It does not usually require a mobile number when signing up in fb. But if your country requires to do so, I advice you use other mobile number, it is mostly used for verification purposes only and when you already have an account, you can edit mobile number in settings later on.

If you plan to use the account later for promotion purposes, you will almost always need to verify your account anyway. And I recommend you do. PVA accounts are much better than non-PVA ones. Just buy a cheap SIM and verify your account, it costs between $1-5.
