need help how to build backlink?

I began to study as newbie
people also said " backlink is king"
but i have no idea how to start and build backlink
Q1：where to build the backlink,in WordPress?but what kind of WordPress,in where i can find such free keyword wordpress
Q2：what kind of content should be written, several words or an article?
Q3：how many backlink build pre day will be the best ?
Q4：if i build a backlink,How long it will take effect,to check backlink use command link:myurl?

first never trust some backlink gurus who sell you backlinks for really expensive prices
second go to yahoo answer search for you niche and answer with your page to build backlinks
third make a blog on wordpress write an article about your niche(and make to your money page from there backlinks and buy some backlinks from fiverr to the "xyz.wordpress.com" page and relax

Your help is much appreciated。
But i was confused by the ninth answer :"Link Wheel in Web 2.0" waht is that mean? And I don't know how's social bookmarking working.
So my plans as follows ,I need some advice.
Frist submit my url Directory with directory submit tool such as "hxxp:// xxx.imtalk.0rg/cmps_index.pxp...site-Submitter"(i'm not sure it will be work)
Second find some blog register account and prepare some article
Third ,Following the 3,4,5,7 I will read other's blog or forum write reply adding my url and keyword naturally.

As I know,some blog and forum use "nofllow" command ,which means any url I write in the reply ,profile and antical will not be catched by SE.Is it useful if writting something in blog comments or forum?
So now my biggest problem is HOW TO FIND such blogs forums which I write something SE can catched.

Its good to have quality backlinks. For example, if you can post on someones blog with a similar niche as you (niche meaning similar subject, keywords, etc), then you will get a high quality back link.

just make to add your keyword on a blog comment and link the keyword to your site. Also don't forget to add a title in your code.

EDU/gov links help big time. Get as many backlinks to them as possible. They are also the most difficult.

Post your own articles and link them back to your main site. Use bloggers and any others you know about. Post to social bookmarks. If you use wordpress, there is a plugin called "SexyBookmarks." This way you can post your new posts to social boomarking sites.

Posting in forums, blogs or articles sites will give you quality backlinks. You just need to link the keyword with your site. Usually, forums give the highest quality backlinks. However, the not-so-recent Panda update has changed things a bit. Nowadays, the best backlinks come from high authority websites. Edu and gov pages also carry a lot of weight. Article directories suffered a lot from the update, but having backlinks from them won't hurt you.
